It's strong and durable which means that you can throw it around without any worries. The weight comes from weighted sandbags inside the product (there is a strong foam cylinder inside that holds the sandbags). The bags are double bagged within a plastic bag and then a cloth bag sealed with Velcro. Yes, this is a complete product as the bags and sand all come as a part of the product. There are criticisms about the sand bags in other reviews. I found the sand was slightly damp, but it is double bagged (sealed plastic bags inside Velcro sealed material bags) which ensure there is no damage to the product. The only issue I found was that some of the plastic bags had tape around them and some didn't. This means that when you throw the bag around there is a danger that the plastic bags could split (one of them had). But I replaced the bag with a freezer bag added some tape put it back into the material bag and it was sorted out. This is a great product, well made and designed and well worth the money. Item has very robust quality about it with strong stitching and multiple handles. I purchased the 25 to 75 lbs bag which came with 2 internal sand bags (50 & 25 lbs) which require filling.
