INSTALLED ON THE CEILING THE HEATING PANEL CAN ONLY GET A MAX  AIR TEMPERATURE OF 17.7 DEG C ,RUNNING  CONTINUOUSLY, ON A TABLE NEARBY.  I QUERY 2 FEATURES- THE HEATER SURFACE IS COATED WITH A PLASTIC FILM ?& THE BACK OF THE HEATER DOES NOT HAVE AN INSULATING BOARD AS IN OTHER MAKES?IF NO SOLUTION I WOULD REQUEST RETURNING FOR FULL REFUND  -----ROBERT MCKERLIE
