You DONT want to let it dry completely, it needs to be tacky when applying the lashes. #4 apply the lashes and push down on the magnets to ensure proper adhesion. #5 (optional) after I apply the lashes I usually spread one more layer of the eyeliner over the top of the end of the strip just to ensure it’s got the whole area of the magnets covered.
