It is not a light blonde really, more a darker subtle blonde. I Definitely don’t bleach first.. I like it and have used it for years. **Q: What developer percentage do you recommend using to cover gray with the 9-00 (extra light blond forte)?** A: I use 20 volume as I want some lightening from my dark ash blonde natural colour to achieve a mid ash blonde colour ie I don't want to be a bleached blonde. An internet search on cream developer advises as follows: " Choose developer strength according to how many levels you need to lift. Use 20 Vol developer for 1-2 levels, 30 Vol for 2-3 levels & 40 Vol for 3 levels. If you are going more than 3 levels lighter, you will need to use bleach first.
