That means ORACAL is a division of ORAFOL. Tips from reading through some of the comments: The company uses the blue underlay for the white vinyl to help in weeding (all the other colors are against white), if it was against white it would be hard to see. It MUST be stuck on a smooth clean non-porous surface or else you’re just setting yourself up for failure, it just won’t adhere well if it’s not. You need a high tack transfer tape for best application. I use a large Graphtec cutter plotter and this vinyl brand has always cut like a dream. My vinyls have gone on vehicles, boats, trailers, shop windows, sports mugs, and paddle boards all with long lasting success. Love Oracal 651. I needed it ASAP so I bought here via prime over my regular supplier.
