I decided to check the replacement for heat this time and discovered that 2 of the cores were over 90C and about 20C above the rest on average. I applied this grease and the problem has entirely vanished and all temps are now lower too. The same 2 cores are still the hottest (marginally) but effectively all cores are now in equilibrium. OK, maybe the original paste on the mini PC was poor quality and/or misapplied but neither was obvious.
