Yeah. With ease? Hell no, my old Blue-Point cutters that are 2" SHORTER cut with less effort and for about the same price of the Klines that are just a paperweight after only 5 cuts. **Q: Do these cut irrigation cable cleanly?** A: I think 18/10 is a bit over 0.25" so would be easily and cleanly cut by these loppers. I recently cut some 4/0 cable at 0.53" copper with a total diameter of 0.71" - it was a REAL challenge but left a clean cut. **Q: Package of 10 correct?** A: sure **Q: Has anyone tried these on artificial wired flower stems?** A: I used these to cut fairly heavy electrical cables. Gauge 10 or better.
