A: They should work on any metal except maybe titanium.

A: I looked up on google “  Rockwell hardness number of” Heat treated chromium vanadium.

Answer was 45-60HRC...

So your answer is absolutely not! These punches are to punch into normal steen; ie not axle steel, and not your RHC70 item.

Your going to need a high cost punch set height cost engraver.

**Q: Can these stamps be used to stamp a utility trailer VIN?**
A: The hardness and thickness of the metal and anything over the surface of the metal such as paint wll affect whether these stamps will give good results. Also, the metal must be against something hard such as a steel block. If the metal you are stamping is steel and is more than 1 millimeter thick, you probably won't get a good impression. You need a heavy hammer, a 2 pound dead blow is good, and strike the stamp one strong, straight blow. Multiple blows can cause overlapping images that look shaky.
