A: If the butyl is properly prepared, yes it will.

**Q: Can I use this to bond a large sheet of epdm to another large sheet of epdm?**
A: No. That will not work.
It is not an adhesive, and it cures through evaporation (which would be restricted if covered).

Etch the concrete, rinse and allow to dry completely.
Prime with Liquid Rubber Multi-Purpose Primer at 1 gallon per 175-200 sq ft and allow to dry.
Use Liquid Rubber Geo-Textile applied via the 3-course-method to reinforce corners, joints/seams, cracks, around protrusions, etc.
Apply 3-4 coats allowing each coat to dry between applications.
