YOU WILL RECEIVE: two tires (ie. one pair). does NOT comes with foam inserts. SPECIFICATIONS: Inner diameter: 38.5mm (1.52") Outer diameter: 58mm (2.28") width: 23mm (0.91") REQUIREMENTS: Wheels. You don't NEED foam inserts, but withtires this soft, probably should get some.
