I knew it was just for decoration, so I reinforced it with some long bolts that attach behind the props into the hub. Then I filled the hub with cement and bonded some nuts into it that I used to attach to the weathervane. The prop doesn't spin (by design) but it made the weathervane look like a relic from WW2 instead of a dustbowl relic.
