They are open all the way to the bottom. These are really nice bags. I bought them after someone ran me off the road. All the hardware comes with them, a little assembly but not much. The are very tight no movement in the lids at all.

The saddle bag came nice and protected. Saddle bags was hard to open up but, I got it. Didn’t have my color to match my road king so I got the gloss black. Still worked out fine for me. Was easy to install and I’m 3 weeks into it and so far so good.
