A: There are 2 almost elliptical slots that narrow. Put the prongs of the starter in the larger end and twist towards the smaller end until they lock.

**Q: Will this be om for s16 70 kw bulb**
A: Re-word your question.

**Q: Can this be used for LED tube lights**
A: NO, this starters can not be used with LED.
LEDs generally do not need starters.
The so called "LED starters" are there only to bypass the power if you retrofit LED tubes in to older fittings ( inside of them is only wire or fuse )

**Q: Does it work on a 2d 4pin bulb ?**
A: Yes it does
