A: Yes it is, it says here on my bottle. I haven't done any sort of lab testing or anything, but it doesn't dry my hair out at all.

Originally found this at Walmart. I have 3b hair and this is one of my favorite curling mousses. Only downside is that the cap broke 2 uses in. I’ll still use it till it runs out though
